    It's been confirmed and a contract has been signed - the Sanders County Fair will have a carnival. Manager Kristy Sheehan found an interested carnival last month, but it wasn't until recently that the county attorney approved an official contract signed by Sheehan and the owner of Midway West Amusement, which is based in Arizona.     The Plains Horsemen cleared the first hurdle in the postseason with a 59-45 win over the Troy Trojans last week at Plains.     It was a big day for little guys in big battles. Nearly 285 wrestlers gathered on the mats for the Superior Invitational and the first Little Guy Wrestling meet of the season, but those little guys included little gals, too - almost 50 of them from seven teams of Sanders, Mineral, Lake, and Missoula counties.     A 32-foot dragon was spotted in Hot Springs last week, but all it did was stroll down Main Street and look pretty. It was part of the town's 13th Annual Lunar New Year Parade and this was the "Year of the Dragon." The colorful mythical creature took six people to operate.     It was not a good day for the Plains Trotters Saturday when both the varsity and junior varsity squads were both hammered by Mission in the last regular game of the season.     Three people are helping to manufacture stacks of railroad ties for a display at the Paradise Center. Instead of being soaked in creosote, the volunteers will use glue and black paint and instead of being eight and a half feet long and weighing 100 to 300 pounds, they are just over an inch in length and weigh mere ounces.     They're probably not going to go into the igloo realty business, but for a first time snow building, it wasn't bad. Two Plains teenagers built the igloo on the basketball court at the E.L.
